My friends,
I made this topic as a source of the latest news which is coming from Canadian Local Visa Offices everyday. Many of applicants get status change like going from Application Received to In Process, Get additional document requests from immigration officers, Decision made on their files, get Passport Request and get their Visas each day. As we know each Local Visa Office has a limited number of employees. When the number of pending applications in one visa office reduce then the processing time will be faster and in an opposite situation when the number of received and pending applications in a Local Visa Office increase then processing time will be slower and the waiting time will increase.

Each Local Visa Office has different type of Permanent Resident applications such as Federal Skilled Worker (FSW) 2014 (OLD Series), Provincial Nominees Programs (PNP), Express Entry (EE) 2015 (New Series).
Local visa offices are still working on FSW2014 applications and many of them still have a lot of pending FSW2014 unfinished and active files. When those file finish then we can expect to see improvement in PNP processing times.

In my next post I want to take a look at the latest situation on those FSW 2014 files in different Local Visa Offices.

Different Local Visa Offices(LVO) are working on FSW2014 files these days along with other application categories like PNP and EE but actually except EE program that is in higher priority than FSW2014 & PNP, they are working base on application receive date and we can assume for PNP applications waiting time would be same to FSW2014.

Below information is showing us, the latest visa issued for FSW2014 applicants in May & June 2015 and it means all applications received by CIO after the date mentioned below are still pending in a line and didn't receive their visas in that visa office.

For Amman, Beirut, Moscow, New York, Rome & Sydney visa offices there isn't any information available.

You can calculate your visa issuance date with adding above waiting months to the date your application received by CIO.

In late 2014, because of the volume of applications received by CIO it caused a 2 months delay in the CIO level and those who submitted their applications and received by CIO in November 2014 till February 2015 can expect their applications face that 2 months delay and they should add extra 2months to their final waiting time calculation!

Those times seems to be reduced in the future then you can assume your visa issue date could be 1 to 2 months less than your calculation result for applications received by CIO after March 2015! ;)

Information inside CIC website is not base on reality and they are always showing bigger numbers.

I always collect information from different groups/forums/ spreadsheets and when I compare those input information I can get a good and real results. ;)

My friends, All of us know, those numbers exist in CIC website and showing processing time of local visa offices do not match the REAL processing time in each visa office and always those numbers in CIC website are bigger than real processing times in each visa office.

BUT WHY this happening and why CIC don't fix it?
Here is the answer:
Unfortunately in Canadian immigration system there isn't a single straight waiting line that all applicants go and stand at the end of the line by their apply date. As we know from the past 8 years, every period of time and recently for each year Canada made some changes to its immigration system programs and they made a new immigration programs each year:
1- Before 2007 they had Federal Skilled Worker simplified program.
2- In 2008 they introduced 38 qualifying occupations program.
3- In 2010 they introduced 29 qualifying occupations program.
4- In 2013 they introduced FSW 2013.
5- In 2014 they introduced FSW 2014.
6- In 2015 they introduced Express Entry.

After introducing each programs unfortunately they started to process each new program's applications faster and with higher priority than older ones and it means if somebody applied in 2009 in the 38 qualifying occupation program, when 29 qualifying programs introduced in 2010, CIC started to process 2010 applications first and put the 2009 applications on a pending line and each year with introducing a new programs older applications had to wait more and more until they can receive their visas.

Because of this type of workflow these days when we look at the processing time table inside CIC website we can see for example for New Delhi visa office they have 4 different processing time numbers inside CIC website:
- For Federal Skilled Workers they have 23 Months processing time for applications received Before February 27, 2008!!!(is there any before 2008 applicant still waiting for receiving visa?! :p)
- For Federal Skilled Workers they have 54 Months processing time for applications received Between February 27, 2008 and June 25, 2010 (38 qualifying occupation program)
- For Federal Skilled Workers they have 12 Months processing time for applications received On or after June 26, 2010 (29 qualifying occupation program, FSW2013, FSW2014)
- For Provincial Nominee Program they have 20 Months processing time.

i just want to ask you about London Visa Office .that i have received my UCI on 21st may 15 and Ecas activated on 27 May-15 and 2nd line line Update "we start processing your application on 2nd June " now that i havnt receive any mail what would you suggest how much time to MR and if you any info regarding LVO please share here

How important is status change from "Application Received" to "IN PROCESS" for every application in local visa offices .

My friends,
All local visa offices are capable to finalize every application just less than two months from "Start processing" to "Make their final decision" on that file. (IF that application be complete with all require documents such as Medical Result, PCC, RPRF, ...)

The major delay in a timeline usually happens before a local visa office start to process one application. In that situation because of their workload and old unfinished files, they put new received applications from CIO on a pending line and these applications must wait until the time pass and they come to the front of the pending line until local visa office start to work on them. When a local visa office start to process an application, all next steps will pass quickly and within the next two months from processing time starts, they will finalize that application and in addition one extra months needed to request passport, issue and stamp visa and return passport to the applicant.

Conclusion: If they start to process your application (Status change from "Application Received" to "We start processing your application...") it is a very good news for you and you can expect to receive your visa within next 3 months if you provide all necessary documents they ask like Medical request, RPRF and other documents(if requested by them). Every delay in your side can make your application's processing time longer. ;)

thanks alot mate i heard that london visa office would asked for upgraded IELTS such as a person nominates with 5.5 they gave him time to submit the ielts with their desired result for eg 6.0 , this is very surprising for me that we had already assesed at PNP then CIC stage so why should they have assesment policy like that ??? any idea Victor papa

and here i want to tell you that some visa offices have history to send MR after 4 to 5 months from receiving but thats from 2014 timeline now days after EE its seems to be they have working fasts but that are conformed after some 2015 applicants got their visa soon and we have some cases to estimate timeline for PNP PR visas in 2015

I didn't hear anything about that IELTS thing! How is it possible Local Visa Office ask for a higher IELTS score than province?! I think it is possible they ask for a VALID IELTS result but not for higher score!

Yes for months ago LVO asked for MR 4 - 5 months after Application Receive date BUT you should check when have they started processing them? I am sure that start processing date must be close to medical request date. because when they active one case, they should finish it soon! ;)
But also there are some applications need extra background and security checks and for those "In Process" may take longer.
