I have some concerned about LMO
I got Job offer here in Toronto and my employer eager to do LMO application to get an open work permit , I knew all the requirements of LMO and my employer followed it : prove the need my experience ( I have PhD from abroad)- i will train Canadian stuff- Advertisement time for 2 weeke- madianwage and so on , my problem is that my limited visa will expire in the coming Aug ( I am working as visiting Scholar) , I afraid that all those processes will take long time so I am thinking to extend my previous limited visa which does not require LMO for one year else to give me more time for getting LMO and change my visa status , is it true ? or keep me in this situation and my employer starts in applying for LMO? I need your help about LMO , is it easy ? can they refuse even if my employer follow all the rules and requirements ? is there something else can support my case? please help me

Yes - LMOs can be refused even if your employer follows the rules.

Note that your employer's LMO will not get you an open work permit. It will get you a closed work permit tied to that specific employer.

The employer can try again if they feel they can address the reasons why the LMO was refused.

I can't answer your NOC question.

To determine the proper NOC code, you need to read the job description you've been given and the description of the NOC codes from HRSDC. This website is very helpful with NOC codes: http://www.workingincanada.gc.ca/home-eng.do?lang=eng

If they match closely or 100%, then that is the NOC code. If they aren't a good match, then it's not the NOC code. For jobs that are close, whichever it matches better, that is your NOC code.

For a NOC 2011, you should be a manager. Do you have people reporting to you? If not, it is probably a bad match.

PS: If your employer copy and pasted the exact wording of a NOC code, that is also not good. They need to re-write in their own words.

You need to determine if the job qualifies for CEC or PNP before even thinking about applying.
