Landing to Toronto with a fuel stop at Vancouver

The flight is from Manila to Toronto, however Philippine Airlines has 1 stop at Vancouver saying "Intermediate at VANCOUVER BC, CANADA
Change of equipment may be required". It will land 12:15pm at Vancouver and depart for Toronto at 1:45pm.

1. Does this mean I would that Vancouver is my landing point and I have to process all the newcomer requirements at the Vancouver airport?

2. Or, the immigration would just let me proceed to my Toronto flight and declare Toronto as my landing point?

Please advise.

I suppose if you meet the immigration in YVR, you would be landing in Vancouver. Otherwise, you would be landing in Toronto.

If you just do a fuel stop and don't leave the plane, you do not go through immigration. Even if you leave the plane but stay in the airport, you will not go through immigration either.

toronto is still your landing point because vancouver is just a stopover unless you present your pr documents with the bi officer there, then your landing point is vancouver.

Thank you guys for your reply. I'm just worried that if it ends up to be Vancouver, 1.5 hours won't be enough at the immigration and I would be missing my flight. Although I don't truly understand if you call it a connecting flight since I purchased a ticket for one destination which is Toronto.

You should talk to the airline to find out what happens in Vancouver. If you stay on the plane in Vancouver - then you will be landing in Toronto. However if you have to get off the plane in Vancouver, then there's a chance you will be landing there. You should contact the airline to ask where passengers will pass through immigration - Vancouver or Toronto.

If your destination is Toronto, then you will NOT do landing in YVR. I took the same flight going to Toronto, and PAL did refueland some passengers got off in YVR as it was their destination. Passengers bound to Toronto can go out of the plane to stretch and walk, go to the washroom but only up to the holding gate or you can just stay in the aircraft. The landing formalities will be done in toronto airport. Hope this helps.

I've a question on the same topic. What if my intended landing is in Saskatoon? There are no direct international flights to Sasktoon from any major airport except the ones in US. The closest city where I'll land is Calgary (in British Airways from London) and then I've to take a domestic flight (change of flights, to WestJet). In this case I think Immigration clearance will then happen in Calgary right?

Is there a chance of CBSA officers wondering why I landed in Calgary while I'm a Saskatchewan PNP PR? I'll of course have connecting flight boarding pass and papers of some apartments booked for stay in SK etc, but I'm wondering is there any risk of scrutiny for Provincial Nominees who land and get clearance in a different province.

This happens all the time with international flights with connecting stopovers. You just need to ask the airline at which port you will be required to go through immigration. With only a 1.5 hour stopover it's extremely unlikely that they will take everyone through in Vancouver.

What I've seen happen at Vancouver International Airport is that the departure gate actually has a second section attached which is behind glass. When a flight arrives that is ongoing to another final destination, the passengers get off the plane but cannot go any further than this "holding pen". They're not technically in Canada yet, and are not free to leave. There are toilets and facilities available to them, but nobody can come in or out. Then when the flight is ready to continue these international passengers re-board the plane, followed by anyone else who is joining the flight from Vancouver (through the regular part of the departure gate). When the flight arrives at the final destination everyone will then go through immigration together.

Sometimes it's possible that you will go through immigration on the stopover, and sometimes you will go through immigration before even leaving your departure country (if Canada has a service set up to do so). But in this case I'd be very surprised if your processing happens anywhere other than Toronto.

In summary - just call the airline and ask. :)
