Is Request Passport for VISA?

I just opened my parents tourist visa application online and i saw
That the case is CLOSED already and final decision is made which is APPROVED.
However, they havent got their passport yet.
Does it means their Visa is already on the way?

Hi there! My father went directly to the VFS Makati Philippines Office
To drop it off the day after we got the email for passport request.
