I'm sorry but your question makes no sense. You don't "apply" for "implied status". It's what happens if you apply for an extension of an existing valid status. Please clarify exactly what you are asking about.

what i mean is she is applying for the extension of her stay in canada since her work permit is expiring this november 12. and the length of her stay here was not all for work because she had her maternity leave for lie 6 mos, what i am asking is that " is her application to extend her stay here will be given any consideration because she had not completed her two years time for work because she went for maternity leave. is the cic will give consideration on her application because of that maternity leave before?

CIC will not care that she was on maternity leave; that was her choice.

There is nothing in the Work Permit system that allows for an extension just because the holder wasn't able to fully use the allocated period. Any extension has to be backed up by a new LMIA. There is nothing to stop her applying to change her status to "visitor" but she would not be able to work.

No - her application won't be given any consideration. As others have said, it was her choice to get pregnant. Her work permit will not be extended.
