If an application returned, can it be resubmitted online?

Good question, hopefully someone can answer. If you meet the requirements to submit it online I don’t see why not.

Returned application means the application was either not complete or you didn't meet the qualifications.
You can definitely apply online or on paper again if you think your situation has changed or if you have additional documents to provide which are missing.
A returned application has a cover letter saying the reason it was returned.

To the best of my knowledge, no ONLINE citizenship application, and even no linking of paper based application to your CIC account,
If someone have another answer, please provide source/link for conformation
