One of the criteria under "Young Professionals" subcategory, is "Offer of employment":

have a signed letter of offer or contract of employment in Canada—the employment offer must be in your field of expertise (through schooling or work experience) and contribute to your professional development,
It's clear. But what has to be done by an employer? Does the company which want to hire foreign worker under IEC-Working Professionals category, need to register at employment portal and pay any fees? or not and signed offer is enough?
