Then what is the difference between just consult or certified/regulated consult by Canadian government??

Embassy knows that by checking representative form whether file is applied by ICCRC member or not ,,that is why they provide a column for these members.

Can you please shed some light on this ??

You can simply apply alone

Or you may consult a ICCRC member who may charge your nearly $ 1000

If not you can get some advise from official agents of relevant universities

The difference is that I wouldn't trust a non-ICCRC member.
