Hello,
My CEC application was refused and now I am preparing for a new one.
Recently I asked the Cased Processing Center about how to get my document back, because I only have one copy.
Here is the reply:
When you submit your new application, please provide a signed request letter allowing our office to access your birth certificate from your previous application file.

Does anyone know how to write this request letter? Or there are some forms to fill?

This will work if you want CIC to reuse any Original documents that you submitted in your previous application. Just write a cover letter stating something on the lines of " I previously submitted said and said documents that were retained as part of my earlier application. If possible, please re-use the originals from the application." Sign and date the letter.

I know it is not the right time to ask but it will be great if you can share the reason for rejection..what was your timeline and NOC code you applied for?

I select NOC 4011 as postdoc. But my work is only research. NO teaching

Now I am planning to apply for NOC 2174.

A cic officer later emailed me to ignore the "signed request letter". he told me provide all new document in new application.

please double ensure you NOC as the codes you mentioned above both are for completely different jobs and as u said u r postdoc.
can you be specific on which stream like computers, biology, chemistry etc

Well 2 things here when you say refused. Did they actually created AOR and sent or they even didn't create AOR and sent it back ? if its birth certificate you don't need to send original at all. Only IELTS original is required. If you got AOR then write a covering note along with the rejected letter from CIC asking them to take any original they required from the rejected application.

Here is the thing.

I am a postdoc in computer science.

My previous application submitted 2013-10. I had AOR.
Here is the decision got on May 08th "Your letter of reference from your employer XXX Professor of XXX, dated July 20, 2013, did not list job duties or responsibilities that match the actions described in the lead statement and a substantial number of the main duties described in the NOC code you selected – NOC 4011. " My supervisor only list my research stuff. I did not teach students, anyway.

Now I am trying to do a new application. my original birth certificate is not with me. So I sent email to CIC to ask for return of notarized copy of birth certificate. The first officer told me to write a signed request letter. Then a few days later, another officer told me to ignore the previous email and submit all new document in new application. I got another copy of birth certificate now, so issue solved.
I am asking my supervisor to write a reference letter that list all my work on programming to match NOC 2174. So I hope this letter will be sufficient.

I think that NOC would be another mistake if you are a researcher.

There is an obscure reference somewhere that Post-docs who do research should select the NOC that best reflects the type of research they do (the professional NOC, not the NOC with the post-doc title which inexplicably focuses on teaching).

One possibility would be:

Alas, there is nothing so generic as a "computer science researcher" - other choices (not knowing what you're working on) might be research under electronics, physics, mathematics... depending on your area of expertise and/or applications.

BTW - many others have selected the same NOC 4011 as post-docs, some get approved, some do not. Depending on when you received notice of the refusal (within the past month?), you might want to consider sending CIC a request to reconsider the decision - You would have to argue that the VO made an error in interpreting the NOC, and explain why you think NOC 4011 is the best NOC (and the lack of good alternatives). You'd likely get an answer in about a month, and I'd say you have about a 50/50 chance of getting your file reopened. It's worth an email or letter, no?

Rejection happens in May. So... I didn't know postdoc should select another NOC.

my work is develop webpage, do user test, write papers. So web programmer (#2174) fits me I think.

I get it, but a post-doctoral web programmer? Hmmm.... You might want to consider writing an explanation about why you chose that NOC...
