Dont want to digress from the topic here, but, talking about dogs, just out of curiosity, is there an Animal Leash Law in Canada?

All the Indians may not have problem to live in winter. In India those poor people living in Himalayan mountains also over come the severe cold winter. The temperature goes down up to -30 to -40 degrees C in peak winter time. They don't even have modern heating facilities. Still they work and live. The soldiers from South India assigned in himalayan mountains also living without much problems.In Canada you have to take protection by wearing winter clothing when goes out during bad weather .

Not sure about soldiers but I have never seen anyone immigrating to Canada from the Himalayas

Its' pretty tough to emigrate from one of the hottest places on earth
to one of the coldest. Being hairy might helps a bit.

i have just one thing to say, when u decide 2 move 2 a new place, u have 2 live there no matter what. rather than fearing from cold, we must look at the natives. they r living there and working for many centuries. so why we should fear of cold there?

It depends on your town/county what the law is. Usually dogs are not allowed to run around free in an urban area and you may have to pay a license fee and pick up after them as well.

There is also a law on cruelty to animals so if you leave your dog outside in the cold for too long and your neighbour or somebody complains, the authorities can come and take your dog away and charge you for cruelty to animals.

Even last winter there was a homeless man found frozen to death in the park as it was a really cold night , the statistics also say there there are a number of homeless people die each year especially in the Great Toronto Area when winter comes. The strange thing is that these homeless people refuse to go to the shelter to stay warm and prefer to stay out there in the street, sometimes they go to the shelter just to get food and drink then they return to the street to sleep, I dd not understand why!!

This is one thing I hate about Canada. Some areas, even in Niagara falls, there are signs that dogs are not allowed, but there is no strict penalty about it, people bring their dogs and they run around without a leash, it is so annoying and you find this in every park and street in Canada.

There have been segments on the homeless on tv and they often don´t like the shelters because they feel it is unsafe, they may get robbed there and they also do not like having to leave early in the morning or they have a problem because they can´t drink there.
