HI,

I and my wife are PR card holders since August 2015 but we went back to India without applying the health card. Now my wife is pregnant since three months. We are going to Toronto in end of December or first week of January for some official work for a week.

1 - Is it possible to apply health card and it can be delivered at a address (In canada) after 90 days (but we will come back after a week) without us being present.

2 - We are shifting full and final in march to Toronto so that my wife can deliver the baby in Toronto in May 2016, so if we get the card after 90 days that would be in march, will the delivery of the baby be insured under OHIP??

What you are planning isn't legal or possible.

1) You must physically live in Canada for three months before you will qualify for health cards. If you try to cheat the system and leave Canada after applying, then you can expect the province to come after you for the costs of any health care you weren't entitled to receive.
2) If you return in March you won't qualify for health care coverage until June or July (three months after you arrive) and will have to pay for the costs of the deliver out of your own pocket. If you don't want to pay for the deliver, then you need to return to Canada to live permanently three or more months before your baby is born.

If you try to cheat the system, expect this to create problems for your life in Canada.
