He will not be able to do anything to speed up the process if you for example apply for a federal skilled worker. However, if you get married or become common-law partners, it will be easier for him to sponsor you.

So, you choices could be:

-Have him annulled in the Philippines and then you can get married
-Have him divorced in Canada (which is quicker) and then get married in other country, because Philippines will not honor his divorce in Canada
-Have him stay with you in the Philippines for at least a year and prove to CIC that you are common-law partners

I will say it might be a bit hard to prove the Visa Office that your relationship is genuine esp that he has been previously married. You really need to gather a lot of quality proofs regarding your relationship.
