Meaning it won't clear the AOR and meeting MI Instructions? I know that when it goes into processing it will be refused and I do not care about that at this point. I just need it to clear the first round and go into processing so that I can apply for another work permit.

It seems it will not clear the first round because the job offer will be considered invalid without LMO in your case.
