I'm really not sure about this policy but if you try to think about it. How were you going to comply to the changes that were made BEFORE you applied without any prior notice from them? IMO, it would only be fair that all pre-December 5 applicants would be given points using the old criteria table and the old set of requirements that was published in their website. You can give yourself a break. It's the holidays. Go ahead and enjoy yourself for a while. BIQ-HK is indeed quite slow during the holidays, trust me I've experienced it last year but so is Philpost. I think you already have your AOR. Philpost just haven't got time to deliver it since it is the holidays.
Congrats Solukru for your visa stamping. Wish u all the best in Montreal.

@applicante.ph

friend nag email ako sa biq, about sa new policy, ito reply nila ::

It is decided by the MICC that the new directive will be applied to
files received on or after December 7, 2011 only and the new requirement
will not apply to applications already received before that date.

However, you can send us recognized language test results confirming
your French and English proficiency. If your file is complete and your
assessment indicates that you have attained the general passing grade of
the selection grid, the interview may not be required.

Language skills are always evaluated in the same way, by the same
score. You can find this information in the Guide des procédures
d'immigration at the following address:

Nung una ko natanggap yung AOR from CEM sabi nila on average QSW applications would last 6 months. Baka dahil dun at least a month ang madagdag sa processing time.

hello mam, :)

exigibles"

translation:

"Since December 6, 2011, all applicants of the program workers
seeking qualified points for language skills
French (and joint applicants) and English (applicants only) must
submit with their application for immigration certificates recognized by results
the Department. This new requirement applies to applications received from
December 6, 2011.
The date of receipt of application is the date entered (buffered) by

Ang swerte mo naman. So ngayon yung CIO in Nova Scotia na ang mamimili ng visa office for you.

^I don't know if that would be possible. For one, they (BIQ) will indicate the visa office that you should submit your CSQ once you are ready for your federal application - which is in your case BVC de Buffalo. Unless you're going back here to the Philippines, I don't see why there would be such a need to transfer from your current visa office. But hey that's just my take on it. Maybe you can, just be sure to ask the immigration officer who'd handle your case.
