EXPRESS ENTRY WITHOUT RECEIVING ECA REPORT

I have already applied for ECA and just couriered my documents to WES. I have reference numbers for myself and my wife but yet to report final ECA report.

Can i apply for express entry before receiving ECA report stating that i have done ECA. I just don't want to miss next draw thats the reason.

Yes, if you already have the PDF report. You don't need to upload any document until you submit your application after ITA.

I believe that he does not have the PDF report as he just couriered the documents.

WES report (both hard copy and PDF )contains the date the ECA was done/issued. This date should be less than the date you receive the ITA.

You can't , you are not the first person who will be missing draws for ECA non completion (or for other reasons), thousands have to miss. I also missed, that is why there is a process in place. Unlike India you cannot bend laws or misrepresent info. to serve your needs everywhere in the world. Canada is not India, any misrepresentation will have serious repercussions. I know many Indian candidates do misrepresent data, but I would like to warn them all to be ready to face repercussions if/when caught.

You can create an express entry profile now. However if you receive ITA before you receive your ECA results, then you need to turn down the ITA. As others have said, the date of your ECA results has to be earlier than the date ITA is received.

To claim point for education you need an ECA. In the express entry profile they'll ask for the ECA date. If you put in random information just to submit express entry and get ITA then you might get in trouble.
for example I have a maitrise from a french university. I expected it to be assessed as a masters whereas they evaluated it as a bachelor degree four years. If I claimed points for masters when in fact I had to go for 2 or more degrees I would have fallen under misrepresentation.
