It's not really clear what you are asking. Express Entry is a points-based immigration program is that is open to anyone who can score enough points and has at least one year of skilled work experience. Right now you need a score of 470+ to be selected out of the pool. The pool is open and you can enter at any time once you have taken the language test and have results and also gotten your education assessed. More details are here:
