These new rules are very much in favor of applicants who either have a Canadian education OR a job offer (not necessarily supported by LMIA). People who have LMIA are still going to get 600 points -

Previously, qualifying job offers supported by a Labour Market Impact Assessment were worth 600 points under the CRS. As of November 19, there will be new ways of being awarded either 50 or 200 points without the need to obtain a LMIA (though points will continue to be awarded to individuals with a new or existing LMIA). The new regulations also allow the following individuals to be awarded points for a qualifying job offer:
People with a job offer without LMIA under the following NOCs are going to be awarded 200 points -

0011 Legislators
0012 Senior government managers and officials
0013 Senior managers – financial, communications and other business services
0014 Senior managers – health, education, social and community services and membership organizations
0015 Senior managers – trade, broadcasting and other services, n.e.c.
0016 Senior managers – construction, transportation, production and utilities
People with "any other qualifying offer of arranged employment" (I am assuming these are NOCs under 0/A or B category) are going to get 50 points.

Bottom line is No LMIA = No Points.

This is incorrect:

You are mistaken,

29 (1) Six hundred points may be assigned to a foreign national if they have a qualifying offer of arranged employment.

Has been amended to:

29 (1) If a foreign national has a qualifying offer of arranged employment, they may be assigned points as follows:

(a) 200 points, if the offer is for employment in an occupation contained in Major Group 00 of the National Occupation Classification; or
(b) 50 points, if the offer is any other qualifying offer of arranged employment.

Agreed. I have checked the wording in the Canada Gazette and there is nothing that mentions about the 600 points for job offer. Thanks for pointing it out! Plus, LMIA is still required. No LMIA = No points is what I understand.

I submitted my express entry profile day before . A few queries -
1. How do I get police certificates from India as I don't reside there currently ?
2. Is proof of work for the spouse required as well ?
3. Where can I get the medical examination done in UAE?
4. Why does my EE profile status say 'open' ? Does that mean I am in the pool ?
5. How do I get a provincial nomination? What is the procedure for this?

Need one info. Can anyone please let me know, if I need to submit any declaration from my spouse, if he is not accompanying me during my immigration to canada? I am applying for EE and he would join me later. Is there any specific form/format, my non accompanying spouse has to fill? Kindly help.

Work experience for spouse isn't considered unless and otherwise it was gained in Canada. Plus, it is optional.

Could you please share your CRS?

Also, you can get PCCs for the countries that you have lived in the past for 6 or more months since you were 19 years old. I would recommend you to do your medicals as late as possible (after you get an ITA and when you are about to submit your application) because that would give you lot of landing time. Your current country PCC has to be less than 6 months old at the time of submission of your e-APR so you have to apply that only if you think you are going to get an ITA soon.

No, a declaration is NOT required. You just have to mention that your spouse is not accompanying and you will be awarded points accordingly. Your spouse can later either apply as a PA based on his/her own merit OR you can file a spousal sponsorship so that he can come to Canada as a PR under the Family class.
