ETA not renewed?

My ETA to Canada is running out so I was applying for a new one. In one of the questions it asked me if I have ever been denied a visa in the past. Since my answer is yes, it says that I cannot get an ETA on the site so instead I will have to apply for a visa.

Now for the current ETA that I hold I must have been asked the same question 5 years ago but I was still issued this online. Please advise if the rules from 5 years ago have changed or am I misunderstanding something. This was a visa I had applied for over 10 years ago and had been denied. Besides a lot of people have been denied visas in the past but on supplying further documents, they have been issued the visa. With this ETA I have been on a visit to Canada several times. Now it is expiring so I don't know what to do. Any advice will be greatly appreciated.

What exact site were you using to apply?

There's no rule stating that you will be automatically denied an eTA if you've had a refusal in the past.

Scylia its the site on which one applies for an ETA. There is a question in there that asks this. Am I missing something?
