Yea... I still don't get it. Well, medical maybe, but a crime should be a crime with the same level of punishment, even if it means going for the lowest common denominator.

In Canada yes, but in my post I was referring to the US, and the fact that it cannot be said DUI is a "serious felony" in North America, when it's not considered such in ALL of N. America.

When did you get the DUI (month/year)? What was your BAC?
DUI date - 5th April 2016
BAC - 0.12

Are the charges still pending or already dealt with in court?
Charges are not pending.
Did 40 hours of community service through Sentencing alternatives program.
Paid a fine of 2028$
Have to do a 3 month DUI school if I go back to California

When did you complete any probation and/or pay any fee related to the charge (month/year)?
Last fine paid on Dec 2016. A online course needs to be completed by March 2017.

Agreed. You won't be eligible for rehabilitation until 5 years has passed from the time you complete the course. So you're looking at sometime in 2022 before you'll be eligible. Unfortunately this means there's no point applying to immigrate to Canada at this time. Refusal is guaranteed.

Not quite sure. In the US speeding tickets will normally not show on the PPC unless you were arrested and fingerprinted (ex: DUI).
That's interesting traffic tickets will show up on an Australian PPC.

That's because Queensland residents have to upload their traffic history (in addition to their PCC)

My friend was arrested by Toronto police for purchasing the bike that is stolen from the shop and he is not aware of. After 4 hours investigating, he was discharged without any charges or records (police said). So will it affect his PR?

As long as he declares it all as there may be something showing on his RCMP

Definitely not. If anything shows on his PPC, a LOE would be necessary.
