Difference between high and low wages positions on LMIA

Hello,
I have a question regarding the LMIA. The difference between high and low wage position, does it refer to being above or below the median wage of the province in general, or of the province but in the particular position you are going to be hired for?
Because one is very different from the other.

I think that is for the median wage of the province in general, after check it on the government page.
