Denied Visa to Marry or not to Marry

Hi , My daughter has lived common law with her fiancé over a year now in Tanzania. We recently hired an Immigration Consultant to apply for a visitor visa for him so that they could come back to Canada to be married. They also have a second wedding planned back in Zanzibar in November. They were very honest in saying that eventually they would be applying for Permanent Residency when they got back to Tanzania. We did put our trust in this woman to do the best she could with the application but now realize she missed some key features!! Our son in law to be owns a house with his sister owns a small business that he supports his sisters financially with and financially supports his aging mother! She also did not submit any financial statements other than ours as a invitational letter that we were paying for his stay. He was denied because of his low income and not enough proof of ties to his country. We are planning on reapplying but wondered if it would be easier if they married first in Tanzania and then applied for a visitors visa?? Then all the information the consultant missed would be added in the new application. Help!!

To be honest, it's probably going to be difficult to get an approved visa no matter what you do. Getting married first in Tanzania will likely make the approval even less likely since it will increase his ties to your daughter and therefore to Canada. If he wants to reapply, do it before getting married. They should not say that they eventually plan on applying for PR in the visitor visa application. Making statements such as this increase the chances of refusal as well. He needs to focus on providing strong proof that he has ties to his home country and has no plans on remaining in Canada long term.
