I may be wrong but i think you got 30 days to appeal.

You have a fixed period to appeal. If you fail to appeal within that window then your only choice is to apply again from scratch.

Yes she should reapply with sufficient documentation and evidences proving their existing strong relationship which were missing with first application. Also she earlier requested CIC to hold the application process owing to relationship problem with her husband.
