Confusion about EE and wages under CEC......Pls Help.....

Hello,
I am new to this forum and hope that the experts would be able to solve my problem. I am currently working as Electronics Technician in a small firm.Basically they deal with mobile and tablets. I have finished four months and would be submitting my profile in October 2015. I know that in EE, 600 points are for LMIA, but I am not sure if my employer will be issuing it to me.
1) On what basis the employers from Job Bank would choose the candidates?
2) I want to know how much is the minimum wage for Electronics Technician in Toronto? Currently, they are paying me $12.

Pls reply.....

Assuming you fall under NOC 2242, $12 is too low to get an approved LMIA.

To qualify for CEC, you only need Min wage for the NOC and location.

To qualify for positive LMIA, you need to show Prevalent wage, which is almost the same as Median wage

People are saying that LMIA is really hard, but can anyone please explain why is it hard?
Which part of the process is stopping companies getting a positive LMIA, if they are supportive on getting one for the employee?

please advise: how important is the wage in the LMIA?
my pay is a bit above my province's median, however my company is pretty new. Does my company have a high chance to get a positive LMIA?

Thank you very much for any input!!

It is simply companies (especially large corporations) don't want to go through the paperworks and liabilities of going through LMIA. There might be company policies about hiring processes that prevents advertising jobs that one is now working on. Then there could be cost of hiring immigration lawyer or hiring agent for that. And most of all, paying prevalent wage (usually problem of entry-levels)

Under prevalent wage = negative LMIA. Clear as day
Also companies needs to be incorporated at least 1 year ago. And more requirements that I may not be aware of.

Add this: the unemployment rate of the occupation in that region has to be less than 6%.

Another reason for it being hard to get an LMIA, the company has to advertise the job role for a month, interview people etc. Then when they submit the paperwork they have to be able to show why they couldn't hire a Canadian or couldn't find one. Unless your skillset and role is very specialized this is difficult to do.
