Cic trv new procedure. Pls answer with your recent knowledge

I applied for student visa on the 24th January 2014 and got something strange which I want to be sure of:

Status: closed
Medical: not needed at this time
Biometric: received
Decision: this application has been refused

No letter was attached to the email while the page still shows submitted instead of finalise. Does it mean that they refuse visas without stating reasons sometimes?

Somebody help clear my head.

Ofcourse there is a proper message.

Just scroll down and klick on Messages (its on the bottom right corner)

Then scroll down again and on the bottom just click again and there you will see the pdf file
