Canada PR for American Refugees

Hi everybody. My friend who resides in the US (currently on study permit) is planning to apply for asylum in the US. He is thinking to apply for Canada’s express entry visa next year. Does anybody know whether if his American refugee case would later impact his express entry application once he decides to apply for it? Are refugees who are residing in another country allowed to apply for any of the PR or temporary visa in Canada? And if so, would it raise a red flag in their application?

He can apply for EE. Applying for permanent residency is fine as a refugee claimant. If he is approved for PR in Canada and abandons the refugee claim in the US, it might be very difficult or even impossible to return to the US in the future. So he should think carefully before doing this.

A temporary visa is a different story. Any sort of temporary visa will be refused since he's a refugee claimant.
