Not sure how he can game the system. Once you submit it twice, your application is removed. This will be very similar to the US green card lottery system. He wasn't claiming he could rig the system. He was being sarcastic and asking if it was possible. He was comparing it to his experience last year of not knowing there were "special couriers" and using a regular courier who messed up and got his application there too late.
