I applied but got refused. Can I make an appeal or apply again for visitor’s visa. Please guide me. Thanks.

It seems the officer is not convince that you will leave Canada after your visit.
Did you include ties to your home country (work, family, assets, etc.)? What is the available funds and proof? Do you have financial support from anyone or just your finances only?

I have my mom and rental houses that was gifted to me. I have around $5000 when I applied but now it is more. I have support from house rentals.
How long is visit? Purpose of visit/itinerary? $5k is not a lot for even a week visit. You need to show considerable funds without using all your savings. What do you mean that you have your mom? How old are you? Your mom is not a tie. Rental income is not funds.
