Can I come on Study Visa in Canada when my wife is in Canada on PR?

I have admit for my masters program in Concordia university , Can I apply for Study visa there though my wife is in Canada but in a different province?

You can try but it will be rejected on reason that you will not leave Canada by the end of your course as your wife is PR, so its better to apply in family spousal sponsorship.

It doesn't hurt to try. I know of one person who got a study visa even though her husband was a PR in Canada. Once she arrived he sponsored her for PR.
