I want to apply to canada. I am single and the only member of my family is my mom. I cannot leave her in my home country. Can I apply considering my mother as dependant?

If you apply under Federal Skilled Worker category :

Family members include only a spouse, a common-law partner, dependent children, and the dependent child of a dependent child.

After you become a PR in Canada, you can bring your mother to Canada on Super Visa. That is the easiest method.
