There's no need to make them non accompanying. All they have to do is not travel to Canada and not use their visas. The results will be the same.

Hi scylla

Thanks for replying but my wife is not talking to me and she is threatening me that she will inform the embassy that she is not moving to Canada and then the embassy will blacklist me also, though i have received PR card and have completed my landing as a principle applicant.

These are empty threats. It doesn't matter if she comes to Canada or not. This has no impact on your PR status. The embassy won't care.
