BC PNP certificate, can I study free ?

I have a BC PNP certificate and have started the resident permanent process. IRCC gets until 15 months to finish the process. During this time, can I study free or get a scholarship based in my BC PNP certificate ?

No - you need a study permit and must pay international student fees.

You only qualify to be treated as a domestic student once you officially have PR.
