I'm going to apply for my PGWP. I have studied a one-year program in Canada (Post-Graduate Certificate) and now because of COVID-19 situations and restrictions, I want to provide a letter of explanation and ask for more than 1-year of open work permit. I'm writing to ask you if it's possible to help me with how can I write this letter to be effective and helpful. Thank you.

It's not quite clear what you are asking.

If you recently finished a 1 year program in Canada, then you only qualify for a 1 year PGWP. If you want a longer PGWP, then you should take a second program so that you can qualify for a 3 year PGWP.
