There are only 2 categories in the July 1, 2012 instructions. Those with an arranged job and those with PhD from a Canadian institution. See Category 1 and 2 in the following link.

the two criterias are nothing less than a joke,
i have hardly seen any PhD returning to home, specially if he is from a third world country.
moreoevr arranged employment certified by HRDC is a far cry.
it looks as if canadian immigration is turning to be impossible like australian immigration.
well good luck to those who meet the new criteria. ;]

People are becoming so disheartened they aren't seeing the bigger picture. While I cannot guarantee that life will resume as we know it in January 2013, that is what Kenney aludes to. IF backlogs are dealt with and faster processing comes out of this hiatus, then you might end up getting to your goal faster than if you had applied in July 2012. Who knows you might even have higher points under the new system. Don't give up unless you find a better goal to work toward. Luck happens when planning and opportunity meet.

Yes - There will likely be further changes to the system in January 2013.

No - These changes won't include new rules to help someone who has a PR card that expried three years ago. The policy for people in this situation is that they should apply for PR again from scratch.
