Hi. You have a point my friend. They wouldn't transfer the application to Ankara if the country of residence is Russia. As you suggested I sent a case specific inquiry about the address. Hopefully they will reply back.
I'll pitch in, yes they might send it to Ankara even if she lives in Russia, sometimes they go by the birthplace. My husband lives in Russia but because his birthplace is not Russia, they send our documents to Ankara)

Congrats!
Her birth place is Iran. She lived in Russia between years 2007-2009 as an student. Since 2009 she has been living in Iran. However, the GCMS notes I received recently shows her residential address is in Russia. Is it not weird?

If her birth place is Iran then your documents should definitely be sent to Ankara. Maybe you made a mistake in your application? If not, then it's good that you already sent them an e-mail. We had a small mistake in our application and my husband clarified it at the interview, they need to know everything as correct as possible.

What did you ask in your email to Ankara? I am wondering what to write so that they answer while the processing time of 9 months is not passed.

This is what I sent:

Hello,

Hope all is fine. I have applied for my wife, **** (UCI# ********), under family sponsorship and her file (F*********) has been transferred to your office on November.23/2016. We just realized that her E-mail address is wrong on file and the correct address is *******@gmail.com. she has filled out the online form to let you know of this mistake and requesting to change it. But meanwhile we are wondering if there has been any correspondence sent from your office to the email address currently on file? if so, because of that email address being wrong and she has no access to it, she has not received anything. If there are important correspondence sent from your office requesting documents please send the request again to the new email address. If there was no correspondence from your office and the file is still in process can you please let us know as well.

Your help is much appreciated.

Regards,

******
on behalf *********

Hope this helps! But my email was letting them know about the change of email address. I don't know if that has anything to do with them answering or not.

Ankara ask me (email) for completing new (IMM 5669) Schedule A: Background / Declaration – with no blanks please form with paying RPRF. Are you thinking the PPR is close to my application?

It is progressing. Hopefully yes. Did they ask for a new police certificate as well?

Guys, today, I sent an enquiry using "Submit a case-specific enquiry" on CIC website. I sent a GCMS notes to them yesterday.
Today at 12:45 pm (eastern time) they sent me an email that has date January 24, 2017 on the top!
It is my guess, they forgot that send me this email on Jan 24, 2017 and by this enquiry they sent it to me ASAP!
They ask me for new background and declaration form (IMM5669) which is provided on after December 7, 2012 and request for pay the RPRF ($490).
Still, myCIC status for review and submit doc request is blank while they asked me for the new doc today.

SOHRAB I think it's a good idea that you send an enquiry to them, maybe they respond to you very soon!
Maybe this email that I received today was because of the enquiry that I sent!

Hope that after I send these docs to Ankara they sent me PPR!

Hi. Thank you for keeping us informed. I got my wife to send them an inquiry about the address attached with the GCMS notes that shows the wrong residential address they entered in error. Hopefully they will reply back.
