Hello, if a person who received a deportation order for committing an indictable offence in Canada, leaves Canada but has a compelling reason to return to Canada before rehabilitation, is that person eligible to apply for ARC complemented with TRP? or is that person completely barred from applying for ARC until rehabilitation?

They can certainly try for a TRP. Given there's an indictable offence involved, it may be very challenging to the the TRP approved. But no harm trying.

Note that we have a number of people on this forum who have been waiting over a year for their TRPs to be processed. So this likely won't be a fast process.
