I wouldn't count on it. Cutting the 2013 requirement this year and allowing 2016 income, was possibly just done since IRCC delayed so long in doing the lottery so tax returns would be ready for everyone.

In 2018 if they do the lottery in January and do a quick draw in February, there's a good chance they will again require 2014, 2015 and 2016 incomes for 2018 PGP.
I can't understand what the logic would be behind this? You would think that moving forward they would do 2015, 2016, 2017 tax returns in next years draw. Then moving forward in 2019 would be 2016, 2017, 2018 etc..

I can see where you are coming from though and I guess we will have to wait and see next year.

The logic is that personal tax returns aren't due until end of April, or June if you're self employed. So next year if IRCC gets their act together and does a quick lottery draw in February or so, many will not have their 2017 tax return completed by the time apps are due.

This year the original plan back in January was to have 2013, 2014, 2015 income for qualifying, it's just because they took so long to draw the lottery that they realized everyone would have their 2016 taxes done by the time apps were due. Next year may not be the case.
