Seems that some people think that when "5000 complete" applications are received then the cap will be filled.
Or 5000 that are filled out correctly.
This is what the CIC website posted about the 5000 cap.

These new criteria and a cap of 5,000 new, complete applications will ensure the backlog of PGP applications does not continue to grow when the program re-opens.

In calculating the 5,000-application cap, sponsorship applications for parents and grandparents will be considered in the order of the date they are received and includes the first 5,000 complete applications received.

Any applications received after the 5,000 cap is reached will be returned to the applicant.

Here is some more info I found.

The answer is pretty straight forward since CIC has an established process for dealing with caps. CIC will do the same thing for parent/grandparent sponsorship application as they did with FSW applications (no job offer) in 2011 and 2013.

Applications will be opened on a FIFO basis. Once an application is opened, it will be reviewed to confirm it is complete (i.e. to make sure all of the paperwork required is there). Note that this is different than the file or sponsor being approved. CIC will not review and approve the file as part of this first pass - just verify the application is complete. If the application is complete, it will be counted as part of the 5K cap and pass on for further processing. If the application is deemed incomplete, it will be returned without further processing. Once the 5K cap is reached, all applications will be returned unprocessed. And yes - not all of the 5K applications included in the cap will eventually be approved. A certain percentage will be refused for various reasons that fall outside of the scope of the initial review. And yes - this doesn mean that the eventual number of applications approved will be less than 5K.

Because it will take time for the completeness check to be performed, it's likely that any cap counts on the CIC web site will be 1-2 months behind.

I sent my application by courier, and I checked through the post that my application was received by CIC on January 6.

On January 16, CIC announced that they have received 5,000 complete application.

That means, my application was received before CIC have received the 5,000.

However, I received a letter in March, to inform me that my application was rejected because it was received by CIC after they received 5,000 completed application.

Any one can help understand what is going on?

again, Jan 16 was just the date CIC ANNOUNCED the cap is filled.

Your package was arrived at CIC on Jan 5 at 12pm, which means CIC already received over 5000 packages (my guess was around 7000) before Jan 5 noon. But CIC wouldn't know by then if the cap was fill or not, coz they hadn't opened and checked all 7000 packages. In this case it took them about 2 weeks to do so and confirmed 5000 of those are complete applications.

Looks like it was announced on Jan 16, but the cap could have been reached on Jan 1.
