there is no HEC required for CES. they accept credit card, money order, bank draft, certified cheque

not every university is listed in WES, so not everyone can deal with them

Hello can you pls tell me in detail how you dealt with university of toronto? My brother is also planning to do it from there. their website says that if you have post secondary education, you dont need to get secondary education evaluated. ouur seconday is intermediate.
