I received portal 1 on July 21st and still waiting for portal 2 email.

Final decision - June 9, 2023:Your application is in progress. We will send you a message once the final decision has been made.

What does this mean? Is this a good sign?

as of today Aug 12th, I haven't seen or received any updates.
