If you have prepared a Family Reunification Application for submission in 2017 only to be surprised by a sudden change;
No warnings were given which is causing family and financial hardship; and
Lottery system mocks a very serious family issue of reunification.

And you want to call upon the Minister of Immigration, Refugees and Citizenship to:
1. Repeal the December 2016 change until a more comprehensive plan can be formulated and give people the opportunity to provide feedback about the coming changes;
2. Phase the changes in over the course of a few years, allowing the people who have prepared for 2017 to submit as per usual; and
3. Give previous lottery losers priority in the subsequent years if they do not make it in previous year lottery.

We, the undersigned, citizens and permanent residents of Canada, call upon the Minister of Immigration, Refugees and Citizenship to:

There's zero chance they're going to repeal the December 2016 decision and cancel the applications of those who have already been selected through the lottery. Just imagine the lawsuits that would come out of that. Including the repeal in the petition really weakens the argument.

Zero chance on #2 as well, since the change has already been done so nothing to "phase in".

As I said on other thread, it's a very badly written petition that has zero chance of being taken seriously. If anyone is serious about this, they need to write a petition that is regarding future changes to lottery only.

They need to implement pre-screening first.
Current pool of 80,000+ not selected tickets is still filled with non qualifying applicants
They'll apply again in 2018, and you can't give them higher chance just because they didn't get picked this year, we'll have same problem all over again.

Totally agree, last year there were only 14000 applications submitted so it is unlike the jump is so high. The problem is the lottery does not prescreen applicants and free of charge and only take 30 seconds to fill so it attracts a large number of people who just try luck or want to sabotage because there is nothing to lose for these non eligible applicants

One way is for CIC to have a rule that states that if you enter the draw and are selected then you have to submit a valid application. If you are deemed ineligible or did not submit an application then you will be barred from entering the draw for the next 3 years (gives people time to get their incomes ready for the next round as well). They can record the name and address, date of birth as filtering factors.

This way there is still no charge to enter the lottery. The lottery still takes place as per this year. But with those jokers who just entered the draw for fun or out of ignorance, they will be out for the next 3 years. Fair to make them wait for 3 years before being allowed to try again.

Weeds out the non-serious applicants or plain ineligible ones who want to throw a spanner into the works.

What do you think?

I think they have a similar kind of system with the Express Entry for skilled workers?

There were more than 14K apps last year. It was just at this point that they stopped accepting apps. If they had left the program run all January, there would have been way more apps submitted.
