Mine should be being delivered by Canada Post XpressPost sometime today (Monday), and I've paid for the signature-on-delivery, so we shall see what happens. But mine's going to IRCC's PO Box 7000 address, not to the courier address.

Happily my own CanadaPost XpressPost envelope was duly delivered & signed-for ("RYAN S") about an hour ago. So as of this morning, we definitely know that CanadaPost XpressPost mailings to IRCC's Sydney PO Box 7000 address with signature-on-delivery riders are working perfectly.

You sent it to the wrong address, but don't worry they know this and automatically take it to the correct address.

I think that Canada Post just puts a little card in the PO Box that IRCC has at the Sydney, NS, Post Office. I don't think that Canada Post is legally allowed to deliver a tracked package anywhere other than where it's specifically been addressed to, no? I did wonder about the courier address, but Canada Post isn't a commercial courier. I just feel safer with Canada Post. I'm a tortoise, not a hare, I guess.

I don’t know what the rules are, but they clearly do. Otherwise it wouldn’t be delivered. A P.O. box is exactly that. A box in a post office, without anyone to sign for it. That would mean none of the xpressposts would arrive if that were the case.

No, I think that the IRCC worker who collects the mail (i.e., who has the key to the PO Box & who empties it daily) looks out for the little cards telling her/him that there's mail behind the counter that needs to be signed-for, and which s/he is then only too happy to go in to queue to retrieve. So XpressPost envelopes are being received at the Post Office, not at the courier address.

Is eXpresspost considered a courier? I assumed is was just expedited mail from Canada Post while purolator is a courier.

Yes, Anything that the person delivers to a person is courier. If they were putting it into a mailbox, then it's not courier.

I don't understand what you're saying. Anyways P.O. Box is just a box that gets collected once a day etc. Courier gets delivered to a person. That's the difference.

Yep...
I've heard they have a cute Penguin there, who collects everyone's application, uses random stamps to mark signatures.

Sometimes refuses to sign if they don't feed it fish / treats, occasionally throws tantrums.
