Working while pgwp is being processed

Hi there. I am wondering if I am able to work after submitting my pgwp. According to ircc you are eligible to work while processing your pgwp if :

• had a valid study permit at the time you submitted your application
• completed your study program
• were eligible to work off campus without a work permit while studying and you didn’t work more hours than you were allowed to

My worry is with the third condition. My study permit doesn’t have the conditions:

• May work 24 hours per week off campus or full-time during regular breaks if meeting criteria outlined in paragraph 186(v) of the Immigration and Refugee Protection Regulations (IRPR).
• May accept employment on or off campus if meeting eligibility criteria, per paragraph 186(f), (v) or (w) of the IRPR, and must cease working if no longer meeting these criteria

It doesn’t say I am unauthorized to work off campus, it just mentions
3 . NOT VALID FOR EMPLOYMENT IN BUSINESSES RELATED TO THE SEX TRADE SUCH AS STRIP CLUBS,
MASSAGE PARLOURS OR ESCORT SERVICES.

I had a coop work permit and only worked when I was doing approved coops as part of my program. The ircc website says you are eligible to work off campus on your study permit if:
You can work off campus without a work permit if you meet all of these requirements:

• You're a full-time student at a designated learning institution (DLI)
• You're enrolled in either of the following
  • a post-secondary academic, vocational or professional training program or
  • a secondary-level vocational training program (Quebec only)
• Your study program
  • is at least 6 months long and
  • leads to a degree, diploma or certificate
• You've started studying
• You have a social insurance number (SIN)

I met all those requirements so I think I was eligible to work off campus, but I did not have those conditions on my permit that explicitly said I was. Can I work on maintained status while waiting for my pgwp application? Thanks so much for your help
