My husband has moved to Canada with PR. He would be submitting spouse application outland as I am in India. I intend to join my husband soon and work in Canada. Is it possible to apply for tourist visa and then open work permit once I am in Canada?
Can I get an open work permit after he is approved as a sponsor ?

No - you won't qualify for an open work permit in this situation. You'll only qualify for an open work permit if you come to Canada first and then he sponsors you inland.

You would need to apply for a tourist visa. If approved, you would then need to come to Canada and your husband would then have to sponsor you using the inland method and include an open work permit application with the inland application. Approximately four months after the complete application package is received your work permit will be approved.

It's your choice if you apply inland or outland. Yes - it's often quite difficult to get a visitor visa approved if your spouse is a Canadian citizen or PR.
