Working Holiday Visa to Tourist or Another Visa

My German Common Law partner's IEC visa (work and travel) is expiring in less than 30 days but wants to stay and we plan to apply outland. Does she have to leave the country or is there anything that we can do . Other options is to apply for the Young professional visa as well but she is not sure if she has to leave the country and return as a tourist and then apply? Any one have any experience or suggestions?

Basically since she is on an IEC visa, she can not extend or convert her visa, she can most definitely go to the border and come back as a Visitor. But in that case she wouldn't be able to work, neither she can not apply for any other visa within Canada. That is the only option for her to stay here without leaving the country. Well technically she has to leave and do a flagpole at the border.

Any other visa/permit processing for her now, bounds her to leave the country and apply from her home country.
