Working holiday visa denied because fingerprints took too long..

A friend applied to move back under the irish working holiday, he did everything right but it took too long for his fingerprints to get back. He contacted people through his account who told him not to worry, but he had already been denied at this point. He can no longer access his account so does not know who to contact.

Does anybody have any ideas as to how he can rectify this? It is very frustrating as he did everything right and paid all the fees only to be denied due to canada post taking so long sending his fingerprints back.
