He needs a job offer in Canada and his employer must obtain an approved LMIA before he can apply for a work permit.
Generally speaking, it's next to impossible to find employers willing to go through the LMIA process. This is a long and expensive process for the employer with no guarantee of approval. The employer also has to advertise the job to prove no Canadian could be found for the role.
That question was already answered in your previous thread. To be approved, the applicant needs to show they have strong ties to their home country (e.g. job, property, etc.) and also that they have enough funds to pay for their visit. They must convince IRCC they are a genuine tourist and have no plans on remaining in Canada long term.
