You need to take a one year course to get a one year work permit but it needs to be at an eligible college, see http://www.cic.gc.ca/english/study/work-postgrad-who.asp
As soon as you start studying, you may seek on-campus employment with your college. After 6 months of studying if your grades are good and you are studying at a participating college, see http://www.cic.gc.ca/english/study/work-offcampus.asp , you may apply for an off campus work permit which would allow you to work up to 20 hours a week during the semester or full time when you are on holidays.
This work permit would allow you a seamless transition to a post-grad work permit because if you have applied for the post-grad permit, you can work on the off campus permit until you get it.
well first thing you got to try is to make a good application for yourself to get a study permit and about PR you will know better when you reach canada and all the best.
A post-grad work permit is an open permit. As far as I know, you can take it to any province to work but if you want to live in SK, why not study in SK too? You will be able to make connections and possibly find a good employer while you are still on your off-campus permit instead of coming to SK after graduating with no connection and have to look for jobs.
