My husband is a grad student. He wants to withdraw from school and get a work permit through me. Is that necessary to revoke his study permit first then apply for the work permit or he can do it when he is still in school?

I have a work permit and one-year of work experience in Canada.

I have after graduate work permit. I got my Ph.D. in Canada.

Did you come to Canada first on your study permit? Before your husband?
 
Yes, I came to Canada via study permit two years before my husband. We got married here.

In that case he should be able to switch to a spousal open work permit provided you are currently working in a NOC A, B or 0 role. He should not stop attending school or cancel his study permit. He should apply for the open work permit and then continue attending school full time. He should only stop attending school once the work permit is approved.
