Work permit (without LMIA) based on 'Letter of Nomination'.

Hi, I have received a letter of interest from Ontario in the Tech draw. Does that mean that on submitting documents if the 'Letter of Nomination' is approved, then no matter I use the letter of nomination for claiming points on Express Entry or not, I can get a work permit based on a job offer (if selected) without needing an LMIA (as per the following link)? PLEASE CLARIFY?
