Hello,

Got this message when i applied for work permit extension but they told me I'm not eligible since they see i already was approved for PR. My Application Tracker still shows "Background check in process" and nothing else has been updated. Didn't receive any e-mail from IRCC inviting me to the PR portal.


This letter refers to your application for temporary resident status in Canada.. Our records now indicate that you have been granted Permanent Residence in Canada. As such, you are no longer eligible for temporary resident status and your application has been withdrawn.

NOTE: This letter does not constitute confirmation of your permanent resident status and is only informing you that we are not satisfied that you meet the requirements of a temporary resident.

Should you not be a permanent resident of Canada and believe that you meet the requirements of temporary resident status, please inform us as soon as possible by:-
Go to : IRCC Web form - Canada.ca- Select “Update or ask about your application”.-
Under the box that says “Other”, click on “See details”.- Click “Continue to form”.-
Choose who you are in relation to this application.-
Enter all of the information.- Under “Tell us about your request”, please first type: “Withdrawal in error.”
And then explain to us why you believe your application was withdrawn in error. Sincerely,

Did any one else ever see something like this? This message was sent to me via the old IRCC portal (where we apply work permits). Should i just wait for the PR e-mail or can this really my a mistake on their part? I am assuming they can internally see i have PR but the bulk invite for PR portals have not gone out yet. I doubt they send one on one e-mails for PR approval. Any hints?

Yeah, we are in a similar situation.
Our open work permit application was withdrawn (initial application, not extension), with the same message: "You are now a permanent resident".

Though, all of the steps in the PR application tracker are marked as completed.

But we still haven't received the P1 or eCOPR. :(

Have written to IRCC multiple times about this but they always reply with the same auto-gen message: "We are working on processing applications as quickly as possible..."
 
Hi, I received the exact same letter as wonderhd11 after I applied for a PGWP. I applied again after submitting a webform to indicate that my first application was withdrawn in error and they withdrew it for the same reason.

I had PR in 2011 but never satisfied the RO. Submitted a PRTD in 2021 and it was refused and I did not appeal it. Successfully received my study permit in 2021 and an extension in 2024. Now they're withdrawing my PGWP for this reason? Could I possibly still have PR or is this withdrawal likely an error? Thank you.

So since PRTD was refused you've never applied for PR? This sounds like it's an error - I'd try applying again but include the letter from IRCC stating that PRTD was denied and a Letter of Explanation that you write yourself to state that you never appealed this decision and currently do not have PR.

What's the status of other things on your tracker? If BG check was the only thing, the last thing you needed, it's more plausible that they just didn't update it yet (but if you have multiple things going, then it less likely that you have PR).

So my experience was a couple of years ago, but basically I got the email inviting me to the portal - and was able to download my eCoPR.

At around the same time, I got an email asking for my wife's eye colour - I didn't notice this for like an hour (it came in second, after the first email). But after I replied to this with the answer, she got the email to invite her to the portal and downloaded her eCoPR as well.

So it seems to me that the officer in charge of our portal invite emails saw mine first, send out an email to me, then send out another email to me after realizing last minute that something was missing for my wife. And finally send out an a final email once the reply from me was received.
Though, all of the steps in the PR application tracker are marked as completed.

In your case, this seems more likely to be legitimate. PR approved and most of the system updated - but they're being sluggish on getting your eCoPR sent out.

If I were you, I would try calling IRCC. An agent can't do much and sometimes can't even see everything, but presumably they'd be able to see if your file was marked as having PR granted. Though - I'm not sure how much this helps you, since you won't have the proof that you have PR until you receive eCoPR. I guess if it's just for peace of mind that you can continue working and such... (the eCoPR will have the date that PR was granted and presumably if you already have PR the eCoPR you receive will be appropriately backdated) but you can't take the agent's answer on the phone when you, for example, go to renew your health card.

Correct, it does sound like an error. I did reapply for a PGWP with a letter of explanation and included the PRTD refusal letter but my application was withdrawn a second time. I also submitted a webform to indicate that my new application includes these documents. I consulted an immigration lawyer and we filed a judicial review to indicate that the withdrawal was in error. I also applied for a PR card renewal, just in case the IRCC states that I have PR.

I can't imagine that a human being read those and still chose to withdraw, unless that human being was convinced you have PR even after seeing the PRTD refusal letter. And if a human did review this, I'd imagine that they'd write something addressing the PRTD related evidence in the letter notifying you about the withdrawal.

So this makes me think it's an automated withdrawal.
I also applied for a PR card renewal, just in case the IRCC states that I have PR.
Actually, that's clever. You're covered either way and you don't lose time potentially pursing the wrong approach first if you do both at the same time.
